A “Tool Setter” allows for hard stop timing of the tool rotational timing in the collet which is more accurate than a visual alignment. The grinding operation needs to be accurately repeatable.
This it like setting a stop in a vise for a milling operation. or dialing in a part on a lathe. Its Just as important.
